CHAPTER BYLAWS
ARTICLE 1 - Name and Purpose
Section 1: Name
This chapter shall be called the AURORA BASSMASTERS of AURORA, ONTARIO
Section 2: Purpose
To stimulate public awareness of bass fishing as a major sport. To offer our Ministry of Natural Resources our organized moral and political support and encouragement. To promote full adherence to all conservation codes and to demand adequate water standards. To detect and report any polluter and call public and political attention to his crime. To improve our skill as bass anglers through a fellowship of friendly exchange of expert bass-catching techniques and ideas, and to promote and encourage youth fishing, and a love for this great recreation. To function as a dynamic and effective link with other chapters of the Provincial B.A.S.S. Chapter Federation embracing the principles and purposes of Bass Anglers Sportsman Society.
ARTICLE II - Membership
Section 1: Number of Members The chapter shall begin with and maintain at least six members.
Section 2: Requirement for Membership To become a chapter member, a person shall:
(a) Voluntarily express a genuine interest in membership.
(b) Be a member of B.A.S.S. (see ARTICLE VI for affiliation requirements).
(c) Be recommended by one (1) member in good standing at a regular monthly meeting with an information sheet at the prior meeting or if not recommended by a member in good standing and only as a candidate-at-large, the potential member will introduce himself at a regular monthly meeting and provide information to the general membership..
(d) Be voted on by membership. Vote shall be by secret ballot and affirmation must be by two-thirds majority. Upon voted in by the membership, new members will be placed on a one year probation period and subject to review at the end of the one year period. At the end of the one year probation period, the general membership will vote to the remove probationary designation by secret ballot and must be approved by two-thirds majority.
(e) Be 16 years of age.
Section 3: Membership Dues
The membership dues shall be $75.00 annually due in December and initially payable upon being voted into the chapter. $22.00 of which shall be for National Federation Nation dues and $10.00 of which shall be for Ontario Bass Federation Nation dues.
National Federation Nation and Ontario Bass Federation Nation Dues may change from time to time and the members of the Aurora Bassmasters will determine the changes to the membership dues as required in a vote. B.A.S.S. membership dues are also required at the current rate. (See ARTICLE VI, Section 1 for state affiliation requirements).
Section 4: Meetings of Members
The membership shall hold regular meetings at pre-established times.
ARTICLE III - Officers, Elections, Vacancies, and Eligibility
Section 1: Officers and their Duties
The officers of the chapter shall consists of:
(a) President: Preside over all meetings and direct all official business. Appoint and be an ex officio member of all committees. Supervise all club functions.Vice President: Act as program chairman, assist the president in his duties and preside in the absence of the president.
(b) Second Vice President: Act as program co-chairman, assist the president and vice president in their duties and preside in the absence of both president and vice president.
(c) Secretary: Maintain accurate minutes of all regular and special meetings as called for by the chapter president. Maintain regular liaison between the chapter and the B.A.S.S. National Federation and the state B.A.S.S. Chapter Federation.
(d) Treasurer: Collect and disburse all monies. Maintain accurate financial records and present a current balance report at each regular meeting. Prepare an annual audit for review by the Chapter Board of Directors.
Section 2: Elections
The election of officers shall be held annually at a regular meeting during the month of October. Election shall be by simple majority of members present. Election for each officer shall be held separately in order listed in ARTICLE III, Section 1.
Section 3: Eligibility of Vote
Each member is entitled to one vote. Proxy votes are not permitted.
Section 4: Term of Office
The term of office is for one year which shall begin on January 1, and end on the last day of December, or until the successor assumes office.
Section 5: Vacancies
In the event of an office becoming vacant, nominations shall be asked for and an election held to fill the unexpired term of the individual vacating the office. National B.A.S.S. headquarters shall be notified immediately of the change of any officers.
Section 6: Eligibility of Holding Office
To be eligible for an office, a member must:
(a) Have been a member for six months.
(b) Have attended at least 75% of the chapter meetings and 50% of chapter functions during a 12-month period.
(c) Have shown an active interest in all chapter functions.
(d) Maintain current B.A.S.S. membership.
ARTICLE IV - Standing Committees
All Standing Committees will serve for one year or until a new committee is appointed. The terms of the committee members will coincide with that of the president. Each committee shall elect a chairman.
(a) Board of Directors: The Board of Directors will consist of vie (6) members: President, Vice President, Second Vice President, Secretary, Treasurer, Immediate Past-President.
(1) The president will call all meetings of the Board of Directors and preside at such meetings.
(2) The secretary will record the minutes of these meetings.
(3) The board will decide all protests and rule on all violations of the tournament rules and bylaws of the chapter when appropriately received.
(4) The board will develop agendas for the monthly meetings.
(b) Youth Committee: The purpose of this committee shall be to plan, organize and implement a Chapter Youth Project; to introduce young people to the goals of B.A.S.S.; to give them a basis for respect of our national heritage, an appreciation of the basic rules of honesty, integrity, fair play and good sportsmanship, and to give them an introduction to the sheer joy of fishing.
(c) Conservation Committee: The purpose of this committee shall be to protect our natural environment from harmful change; to document and report to the proper authorities violations of local, provincial and federal anti-pollution laws, statutes, regulations, ordinances and other regulatory devices; to take legal action where appropriate; to undertake informational and educational programs to bring public awareness of threats to our environment; and to take a leadership role in repairing the harm that has already been done to the life-giving waters of North America.
(d) Tournament Committee: The purpose of the tournament committee shall be to plan, organize and operate all chapter tournaments. The tournament committee will draft tournament rules which must then be approved by the general membership. The committee will keep tournament records, enforce all tournament rules and investigate all protests concerning tournaments and make recommendations to the Board of Directors.
(d) Fundraising Committee: The purpose of this committee shall be to evaluate all proposals for chapter fundraising and bring forth recommendations on viable fundraising projects to be adopted by the chapter. To establish guidelines for the evaluation of proposals, including standards and written criteria for measurement.
(f) Public Relations Committee: The purpose of this committee shall be to act as the chapter's connection to the Media and the Public. They shall establish an efficient means of preparing and distributing Chapter B.A.S.S. press releases, articles and chapter supplies, as well as assisting in the reproduction of Club bulletins and newsletters.
ARTICLE V - Removal of Membership
Section 1: Removal of Membership
A member shall be dropped from the membership roll for the following:
(a) Failure to pay dues.
(b) Any action which would reflect dishonour and disgrace on this chapter and/or B.A.S.S.
(c) Failure to attend 50% of the chapter meetings and 50% of chapter functions during a 12-month period.
(d) Disqualification for any reason from participating in B.A.S.S. sponsored events including disqualification for use of drugs or alcohol.
(e) Removal and/or suspension of membership shall be by secret ballot by simple majority at a meeting with quorum. Proxy votes will be permitted and must be given to member of Board of Directors.
ARTICLE VI - Affiliation
Section 1: Requirements for Affiliation
(a) Approval of Chapter Charter by B.A.S.S.
(b) Update B.A.S.S. with a chapter membership roster once each year upon receipt of current B.A.S.S. roster at year's end.
(c) Names and addresses of new members joining the chapter during the year must be submitted to B.A.S.S. as they occur. (See ARTICLE II Section 3 for dues requirements).
(d) Maintain 100% B.A.S.S. membership.
(e) Must affiliate with Provincial Federation and support its conservation and youth programs. Any additional requirements that the Provincial Federation establishes for chapters, such as membership, dues, attendance at meetings, etc., would be necessary for the chapter to participate in the State/Provincial Federation qualifying tournament(s), and any other Federation-sponsored tournaments or events.
ARTICLE VII- Method of Amending the Bylaws
Section 1: Amending the Bylaws
The Bylaws may be amended at any regular meeting by a 2/3 vote of the members present, provided written notice of the proposed amendment has been presented to the membership at least one regular meeting prior to the vote.
ARTICLE VIII – Quorum
A quorum for transaction of business at all meetings shall be 50% plus one of the total number of members in good standing. We, the undersigned as officers and charter members, do hereby agree to the above bylaws of this chapter on the --- day of April, 2008.

Awards- Angler of the Year receives free entries to the following year’s club tournament, Angler of the Year trophy and plaque.
Bassmaster of the Year receives $100 and plaque.
Member of the Year receives $50 and plaque
Winners of the Aurora Classic receive plaques.
Non-boater of the Year receives $50 and plaque
Largest Largemouth Bass receives $50 and plaque
Largest Smallmouth Bass receives $50 and plaque.
Team Ontario and Federation Contender
As member of Team Ontario, receives $250 ( must participate, if not , forfeits the cash award)
As the Ontario Federation Contender, receives $500.
Team Aurora- Team Aurora is based on the final standings of the previous year’s tournament results starting from the Angler of the Year. The Ontario Bass Federation Nation establishes the quota that Aurora can send to the Hank Gibson Qualifier. The Aurora Bassmasters will pay for full entry for each year’s quota to the Qualifier (subject to available funds). Members of the Team Ontario are automatically qualified to the Qualifier, Aurora Bassmasters will pay their full entry. Members will be asked if they wish to participate in the Qualifier in descending order of finish of previous year’s tournament results. Once the quota is filled, any member who still desires to participate at the Qualifier will pay for their own entry fee.
6 Man Team- The 6 Man Team competition is an individual tournament, the club will not fund this Team.

Tournament Rules
Aurora Bassmasters Tournament
Rules
The Ontario Bass Federation Nation tournament rules will be the governing rules that the Aurora Bassmasters will follow with exceptions and highlights as follows:
Eligibility - Participants must be a member in good standings of the Aurora Bassmasters
Competitor Expense Fee – It is up to the competitors to work out any fees and/or payment to cover expenses (gas, etc).
Tournament Waters – All waters accessible by boat as prescribed by the tournament boundaries established for any particular tournament on that given day. No locking permitted. Half the tournament time goes to each angler in the boat unless agreed upon by both anglers.
Pre-Fishing – There is no pre-fishing or scouting the lake the day of the tournament.
Official Protest – Competitors wishing to make an official protest, must do so prior to the weighing in of any fish (unless the protest is in respect to the weigh in)/ A fee of ten ($10) must accompany the protest ($10 donated to the club).
Late Penalty – Minus 8 oz. (0.5 lbs) per minute late. Official time announced prior to blast off.
Sportsmanship – Participants must follow high standards of sportsmanship, courtesy, and safety towards other anglers, your partner for that tournament, and the public. No Alcohol or Drugs must be consumed during the tournament, weigh-in or on board a participant’s boat.
Safety – Personal Flotation Devices (PFD’s) must be worn at all times when the primary combustion engine is being used or running. First Infraction – Warning. Second Infraction – Disqualification. Non-Boaters must inquire with their boater if there will be a PFD provided or if they need to bring their own.

The Tournament Committee – has the discretion to 1. Disqualify a competitor/s for violation of the tournament rules without refund. 2. Cancel or postpone the tournament in case of bad weather. 3. Hold back cash winnings and final placings if a decision can not be made on the day of the tournament but render a ruling at the next regular club meeting. All decisions are final.
Size and Limits – Five fish limit. Maximum size of 12 inches (tip of nose to tip tail) Nets are allowed and fully operational live wells are mandatory.
Three to a boat – It is the intent of this club to encourage all members to participate in club tournaments. There will be occasions when there will be an imbalance of boaters and non-boaters. The Tournament Committee/ Tournament Director will make the best effort to find partners for boaters and non-boaters without partners.
A boater or non-boater without a partner may recruit a non-member boater or non-boater to fish for that particular tournament. The non-member is not required to pay an entry fee or is he/she eligible for prize winnings. He/she is eligible for the ‘greedy bucks’.
Should there be no available partner for the boater or non-boater, we will permit three to a boat if all three parties have agreed to the arrangement and the boat is sufficiently sized to permit three to a boat.
Boater or non-boater who does not get into a tournament due to lack of partner must be partnered in all subsequent tournaments and can not be left out again until all boater/non boaters have gone through their turn of being omitted.
Aurora Classic – The Aurora Classic is a Team draw event based on points from the previous year’s tournaments results. As above, we are encouraging membership participation. There will at times, an imbalance of boaters and non-boaters. Since it is a team event, there is no ‘three in a boat’. In event of an imbalance, the boater/non-boater may recruit a non-member to this event, however only the Aurora Bassmaster member can keep fish to weigh in. The non-member may fish but can not keep fish or be eligible for prizes. The member will pay half the entry fee of the Aurora Classic. Basically, the member is fishing by himself.
Fishing Alone – Fishing alone is not allowed.
Check In/Out – All competitors must check in and out with the tournament designate. Failure to not check in will result in disqualification from the tournament. If competitors do not check out they will be disqualified from the next scheduled tournament. Checking out at the end of a tournament is a KEY safety issue, especially on large lakes such as Lake Simcoe. This rule is to ensure that all members return safely.
Competitor Cancellation – A competitor must provide 48 hours notice to the tournament director and/or tournament committee if unable to attend tournament. If notice is less than 48 hours only acceptable reasons for not attending are emergency, force majeure, act of God (Example, car accident acceptable, flat tire en-route is not acceptable). The following are the penalties if above conditions not met and a competitor cancels with less than 48 hours notice. 1. Written Warning and must pay tournament entry fees. 2. Ineligible to qualify for Ontario Federation Qualifier Tournament and must pay entry fee. 3. Expulsion from club. This rule is to ensure both sportsmanship and courtesy to fellow club members.
Tournament Entry Fees – The entry fees are set for all tournaments at $40. This includes big bass. Big Bass is mandatory.
Dead Fish Penalty –
First dead fish - .25 lbs
Two dead fish - .63 lbs
Three dead fish - 1.13 lbs
Four Dead fish - 1.75 lbs
Five dead fish – 2.5 lbs

Official Protest – Competitors wishing to make an official protest, must do so prior to the weighing in of any fish (unless the protest is in respect to the weigh in)/ A fee of ten ($10) must accompany the protest ($10 donated to the club).
Late Penalty – Minus 8 oz. (0.5 lbs) per minute late. Official time announced prior to blast off.
Sportsmanship – Participants must follow high standards of sportsmanship, courtesy, and safety towards other anglers, your partner for that tournament, and the public. No Alcohol or Drugs must be consumed during the tournament, weigh-in or on board a participant’s boat.
Safety – Personal Flotation Devices (PFD’s) must be worn at all times when the primary combustion engine is being used or running. First Infraction – Warning. Second Infraction – Disqualification. Non-Boaters must inquire with their boater if there will be a PFD provided or if they need to bring their own.

The Tournament Committee – has the discretion to 1. Disqualify a competitor/s for violation of the tournament rules without refund. 2. Cancel or postpone the tournament in case of bad weather. 3. Hold back cash winnings and final placings if a decision can not be made on the day of the tournament but render a ruling at the next regular club meeting. All decisions are final.
Size and Limits – Five fish limit. Maximum size of 12 inches (tip of nose to tip tail) Nets are allowed and fully operational live wells are mandatory.
Three to a boat – It is the intent of this club to encourage all members to participate in club tournaments. There will be occasions when there will be an imbalance of boaters and non-boaters. The Tournament Committee/ Tournament Director will make the best effort to find partners for boaters and non-boaters without partners.
A boater or non-boater without a partner may recruit a non-member boater or non-boater to fish for that particular tournament. The non-member is not required to pay an entry fee or is he/she eligible for prize winnings. He/she is eligible for the ‘greedy bucks’.
Should there be no available partner for the boater or non-boater, we will permit three to a boat if all three parties have agreed to the arrangement and the boat is sufficiently sized to permit three to a boat.
Boater or non-boater who does not get into a tournament due to lack of partner must be partnered in all subsequent tournaments and can not be left out again until all boater/non boaters have gone through their turn of being omitted.
Aurora Classic – The Aurora Classic is a Team draw event based on points from the previous year’s tournaments results. As above, we are encouraging membership participation. There will at times, an imbalance of boaters and non-boaters. Since it is a team event, there is no ‘three in a boat’. In event of an imbalance, the boater/non-boater may recruit a non-member to this event, however only the Aurora Bassmaster member can keep fish to weigh in. The non-member may fish but can not keep fish or be eligible for prizes. The member will pay half the entry fee of the Aurora Classic. Basically, the member is fishing by himself.
Fishing Alone – Fishing alone is not allowed.
Check In/Out – All competitors must check in and out with the tournament designate. Failure to not check in will result in disqualification from the tournament. If competitors do not check out they will be disqualified from the next scheduled tournament. Checking out at the end of a tournament is a KEY safety issue, especially on large lakes such as Lake Simcoe. This rule is to ensure that all members return safely.
Competitor Cancellation – A competitor must provide 48 hours notice to the tournament director and/or tournament committee if unable to attend tournament. If notice is less than 48 hours only acceptable reasons for not attending are emergency, force majeure, act of God (Example, car accident acceptable, flat tire en-route is not acceptable). The following are the penalties if above conditions not met and a competitor cancels with less than 48 hours notice. 1. Written Warning and must pay tournament entry fees. 2. Ineligible to qualify for Ontario Federation Qualifier Tournament and must pay entry fee. 3. Expulsion from club. This rule is to ensure both sportsmanship and courtesy to fellow club members.
Tournament Entry Fees – The entry fees are set for all tournaments at $40. This includes big bass. Big Bass is mandatory.
Dead Fish Penalty –
First dead fish - .25 lbs
Two dead fish - .63 lbs
Three dead fish - 1.13 lbs
Four Dead fish - 1.75 lbs
Five dead fish – 2.5 lbs
